I will try out my new Calstar 800XLH for 20# next week on a 2-day Outer Limits charter. It was designed to fit right between the 800XL (15#) and 800L (25#). You might want to pull on one.

If you want a longer 20# rod, many guys use a 900XL cut down. Sal at Bob Sands Tackle in the Valley has done lots of them and can tell you how to cut the 900XL. (I bet Hawk knows the amount to cut from the tip and butt.)

For 40#, you are right on with the 765XL.

Actually, an off the rack, uncut 900XL that was produced any time in the last 6 years or so is very similar to today's 800XLH- just a foot longer. A few years back ('97 to be specific) we were looking for a rod for the short-water WSB squid-thing at Catalina. Needed something with a very soft tip to cast a squid without casting it off, with some beef to actually do a little pulling. We settled on the 900XL with a foot cut off the butt. Had there been an 800XLH at the time, I'm sure we'd have just used those. That rod also makes a great 20# anchovy rod for albacore, and works ok with the plastic in a pinch. I've played with the 800XLH's just a little, and they do seem really close.
So if you're still looking for a 9' 20# smallish-bait rod, a 900XL would probably work fine. You can shorten it to whatever you want by simply cutting it down from the butt. I'd be careful cutting from the tip- there's a last taper that's about 6" from the tip top, and you'll make the rod into something quite a bit different if you cut too much.
Also, this has always been a very specific use rod for me. Other options mentioned above are definitely better if you're looking for one 20# rod, IMHO.

A stock 900L, wrapped by Yo's. Works well for me, but I'm glad I haven't had to use it on these 40 pound albies this year.

All I have now is a Calstar WC220 8'6". Pretty good for casting flyline baits.

I like the 220 for #15, it is a little soft for #20. Casts like a dream. Used to have a Sabre 220 and used it for years for everything from calicos in the kelp to picky BFT at San Clemente. The Sabre was softer than the Calstar I have now. Very forgiving with larger fish on light line. Even caught wahoo with it when they were picky miday at the islands. Broke it on a larger YFT on the Thetis in 92.

For 20# I love my GUSA 79 Mag. but I sometimes fish my GUSA 85 XL or 15# or 20#. Acid is great but at these lighter drags either way works fine.

For 40# Calstar 765XL works great. I have one with rollers for the BFT. I also have an acid wrapped GUSA 70 MonMag that is my go too rod with a 12LT 2 sp'd, or an Accurate 665HM.

My new first stringer this season is a Seeker 220. It's glass, 8'6" and I Acid wrapped it with PacBay LCTNG guides. I love this stick! It casts a dino as far as ya want.

It's a slow action that is, IMO, kinda maxed out with 20#, maybe 25# for a little extra security on a crowded moomoo boat.

All the things everyone said about transport hassles are true.

Take a look at the 10' GUSA Surf Assassin-H, 10-25#, Moon tells me they're a kick in the pants whacking school tuna! Also, for 40# check out GUSA SW65XH or the United Rods URS65XH. Another alternative would be the Seeker CJBF65H, aka Black Steel G6465H for 40#, just a bit more beef than the Calstar GF765XL
